He's a re-issue version of the 1933 comedy short "Mickey's Race", AKA "Mickey's Derby Day", starring the multi-talented Mickey Rooney. This short film was apparently the last film in the "Mickey McGuire" series. Please forgive the annoyin way the DVD publisher put their logo in the corner during the credits.

This clip is an extract from the amateur film "European Trip". Some young Americans visit Europe, probably in 1936, and pass Algiers on their way to Italy. Their impressions of Algiers are described in the title cards: - Algiers, city of contrasts! The modern French section. - We saw some strange sights in the old Arabic quarters. Extract by Eva Vikström, August 2007. Source: http://www.archive.org/details/EuropeanTrip
