Sonya Rokoff acting as a representative of a European importing firm hires Victor Poten (Bela Lugosi), a Eurasian mad scientist who hates both whites and Asians, to ruin the tourist trade in San Francisco's Chinatown. Rokoff soon realizes that Poten has become an unstoppable monster, beyond her control. Poten's nefarious activities draw the attention of newspaper reporter Joan Whiting and her novelist boyfriend Martin Andrews who begin to investigate the mysterious, and violent events in Chinatown.

Cattlemen's Protective Association agent Tom Wade (Tom Tyler) and his partner Happy (Howard Bryant) are assigned to look into the disappearance of rancher John Carroll (Lafe McKee), who has been abducted by Carson (Forrest Taylor), who wants to use his out-of-the-way ranch as a base for his smuggling operations.

Tyler is a range detective whose brother stands accused of robbing a bank and murdering the bank president. To prove him innocent, Tyler must decipher his only clue, an unusual set of tire tracks.

Before he was killed, Martin hid a half million dollars worth of government bonds on his ranch. Brainard (Ted Adams), who killed him, Inspector Carson (Tim McCoy) posing as Sam Brown, and Martin's niece Margaret (Julie Sheldon) all want the ranch, and it's being sold at auction.

Multiple murders are being committed by The Fiend.

Captain Matthews (John Elliot) is paid 40,000 dollars in cash by Nick Conrad (Bryant Washburn, who also played an attorney in 'Prison Mutiny') for his shipment of silk from China. About 15 seconds after he gets the cash, he's lured away on a false pretence and robbed by Conrad's henchmen. Newspaper reporter Jerry Mason (Lawrence Gray) witnesses the robbery and steals the cash from Conrad. Conrad's thugs (all of whom have mustaches and crisp suits) chase him into his friend Fred Klein (Fuzzy Knight)'s delicatessen. The two of them get taken back to Conrad and forced to talk.

Sir James Blake has retired from Scotland Yard so that he can assist his niece Hope and her friend Jerry in developing an apparatus they have invented. Sir James thinks that their invention has the potential to prevent wars, and plans to donate it to the League of Nations. But a gang of criminals led by the elusive "Scorpion" steals the device, and Blake and his associates must recover the invention and determine the identity of the "Scorpion".
